For those with laptops, the Synaptics driver for Windows appears to access the raw scancodes while the 'PalmTouch' functionality is active, preventing you from Ctrl-tapping on anything except when it's been 'activated' by the OS by pressing another key simultaneously and keeping Ctrl held down. I had tried to use CTRL2CAP, but it's behavior was erratic. The keys seemed to switch some times and then switch back, it was very bizarre. In the end, I had to uninstall the software.<BR/><BR/>You reference 64 bit vs. 32 bit Vista, but I wonder if it's a version question. With so many flavors of Vista to choose from, it could be that you're running a different flavor of Vista than I. I've got the 32 bit Home Premium version on my laptop.
